PRE-TREATMENT

Under the Landfill Regulations introduced in 2002, a new pre-treatment requirement will be imposed on all waste disposed of in landfill from 30 October 2007. This requirement means no wastes can be accepted at landfill unless it has been pre-treated.

We are pleased to confirm that by choosing JWS as your waste provider and with the Materials Recycling Facility (MRF) here at Frederick Road, you are meeting these new regulations and with the auditable Recycling Certificates issued to you on a quarterly basis providing confirmation to satisfy these, your own Duty of Care and probably any internal reporting requirements.

One waste stream that will however become further targeted under the pre-treatment regulations will no doubt be plasterboard. It has already been highlighted by the Environment Agency who have limited its disposal to 10% of any waste load and indeed local Codes of Practice have introduced a maximum target of 5% and it is fair to assume at landfill post October 2007 no plasterboard will be accepted for landfill. We have established 100% recycling of this material, but it is at an overall cost of some 30% above the price for a general skip.

It is our intention to move to a totally separate collection service based on a transport and processing cost (based on weight) by October to give you the most cost effective recycling option as well as anticipating what will be the exclusion listed by landfill operators.

However even beyond this, there is a need for you to supply more specific information on your waste streams we collect on your behalf and include a copy of proposed paperwork that satisfies your requirements under Duty of Care regulations as well as assisting JWS satisfying any additional requirements required by Landfill Operators, as part of the obligations for any residues from the MRF that have to be eventually landfilled.

In order that we can ensure you and we are ready for these requirements, we need to use this time between now and October to get all the paperwork agreed and implemented.

We will provide any assistance in the completion of this paperwork as a commitment to our customers between now and the end of the year but then anticipate there will be an ongoing administration charge of £50.00 per annum for each customer to ensure all the information and paperwork is kept current and allow our customers to fully meet their Duty of Care and pre-treatment obligations. It is our intention for this charge to be invoiced in December each year to commence at the end of this year.

As additional information the Chancellor announced that the annual Landfill Tax escalator (currently an additional £3.00 per tonne each year), would increase to £8.00 per tonne each year from April 2008. This will mean that Landfill Tax will rise to £32.00 per tonne next year from the current £24.00 per tonne and will rise to £48.00 per tonne in 2010. Using JWS and our MRF will not only help you minimise these impacts, as it has done in the past, but as you can see also satisfy these additional pre-treatment obligations and what are generally internal and pre-qualification criteria in terms of sustainable procurement and recycling targets.
